One element is that banks have to bump up their equity capital reserves from 2% to 4.5%. It all sounds good, but because the German banks (and their deep ties t...o Greece and Spain) are such a mess, the deadline to meet the new reserves isn't until 2019! Sheesh...let's hope for no more meltdowns in 9 years...
